Their lips are moving

Score one for my own stupidity. I actually thought that when the city said Grand Avenue would be closed starting March 26, the street actually would be closed.

Yeah, right. Come the morning rush hour, there were still signs and orange cones about at Grand and St. Joseph Highway, but the cars were still whizzing up Grand Avenue.

So, is it safe to assume the much-dreaded Grand Avenue work is already one day behind?
