Decision time for Corrections

The death of Timothy Souders has cast doubt on the Michigan Department of Corrections, the latest in a series of scandals to rock a department that has been trying to shake allegations of incompetence for the better part of two years.

Souders was the mentally ill inmate who died in August while shackled in his Jackson cell. According to reports, he spent his last days in arm and leg shackles, sometimes lying in his own urine. An autopsy showed he died of hyperthermia and dehydration - the cell was so sauna-like that when officers went in to check on him, the lens on their mandatory video recorders fogged up.

An investigation into the case declared Souders' death an accident, but two damning conclusions were reached. Neither were explicitly stated, but they're very clearly there.

Over the course of the day, today, we'll take an in-depth look at this case, and what the state needs to do to make sure it never happens again.
