You may have noticed that while fire officials have concluded it was “intentionally set,” they stop short of calling it arson.
How could “intentionally set” NOT be arson?
Lansing fire Chief Tom Cochran explains it this way: “Intentionally set” is a conclusion reached through an investigation — the opinion of the experts. “Arson” is a legal charge, filed against an individual by a prosecutor. There's no guarantee that an "intentionally set" verdict will result in an arson charge.
